Local Offer (SEND)

At Hull College, we are committed to ensuring that every learner has the opportunity to succeed and achieve their full potential. We support learners with Special Educational Needs and Disabilities (SEND) in every aspect of their learning journey, ensuring they are able to grow academically, socially, and personally within a safe, inclusive, and welcoming environment.

Our SEND & Additional Support Team works with young people, parents/carers, schools, and professionals to create personalised support plans that help each learner make progress, gain confidence, and move forward with their goals.

Identifying SEND and Assessing Needs

We understand that every learner’s journey is different.

If a learner’s needs are not previously identified, we can quickly assess and put support in place.

We identify SEND needs through a combination of:

Before Enrolment

  • Information from schools, parents/carers, and professionals
  • Transition visits and taster sessions
  • Consultations for EHCPs

At Enrolment

  • Initial assessments in English, maths, and study skills
  • Learning support meetings and open events
  • Discussions with learners and families about any concerns

During the Course

  • Ongoing observations and progress reviews
  • Requests from learners or tutors for additional support
  • Specialist assessments and work with external professionals
Assess – Plan – Do – Review

The Graduated Approach

We follow the SEND Code of Practice’s graduated approach to ensure support is effective and personalised.

  • Assess: We identify strengths, needs, and barriers to learning.
  • Plan: We work with learners (and families where appropriate) to agree support strategies and set achievable goals.
  • Do: Support is delivered through one-to-one sessions, in-class help, small groups, specialist mentoring, or adaptations.
  • Review: Support and progress are reviewed regularly and adjusted as needed.

Reviews take place at least termly or more frequently if required.

Education, Health, and Care Plan

Support for Learners with an EHCP

We welcome learners with EHCPs and works closely with Hull City Council and other local authorities. Our processes include:

  • Responding to EHCP consultations promptly.
  • Ensuring provision outlined in the EHCP can be met.
  • Allocating a named SEND lead for each EHCP learner.
  • Holding annual reviews (with learners, families, social care, health and professionals as needed).
  • Requesting updates to EHCPs where student needs change.
  • Ensuring co-production is central to planning.

Accessibility and Reasonable Adjustments

We are committed to meeting the requirements of the Equality Act. We offer:

  • Fully accessible buildings, lifts, and adapted facilities
  • Quiet spaces and low-stimulation areas
  • Accessible toilets and hygiene rooms
  • Specialist equipment where required
  • Adjustments to teaching materials
  • Exam access arrangements (following appropriate assessment, in line with JCQ and exam board regulations)

Where You Will Study

Our SEND courses are primarily delivered in the Maxwell Bird Building – a calm, structured, and fully accessible learning environment. Features include:

  • A quieter environment away from busy campus areas

Learners can progress to vocational pathways across the wider college with continued support where appropriate.

Transition Into College

We work closely with schools, families, and external agencies to ensure a smooth transition. Our support includes:

  • School liaison and information sharing
  • Transition meetings
  • Taster days and campus visits
  • Individualised transition packages for those who need them
  • A named contact for families before admission

Working With Families and External Agencies

Collaboration is central to our approach. We work with:

  • Parents and carers
  • Local authority SEND teams
  • Educational psychologists
  • Health and social care professionals
  • Youth and community services
  • Specialist SEND organisations

Learners and families are always involved in planning and reviewing support.

Staff Expertise and Training

Our SEND team includes experienced professionals with training in:

Transport Assistance

Transport to and from college is usually arranged by the local authority and based on their eligibility criteria. We can support families in understanding local transport arrangements and completing applications.

How to Raise Concerns or Make a Complaint

We want all learners to feel supported, but if you have concerns:

  1. Speak to the learner’s tutor or a member of the SEND & Additional Support Team.
  2. If unresolved, contact the SEND Manager.
  3. Formal complaints follow the Hull College Complaints Procedure.
  4. Learners with EHCPs also have access to mediation and disagreement resolution services via the local authority.

We encourage open communication and aim to resolve issues quickly and collaboratively.
